Can't open windows using links with IE8 and windows7

I am not a techie and I am afraid I am going to screw up my new computer.
OS is Windows 7 and using IE8.
When I click on a link to open a new window the window opens but nothing happens.
It does not put the URL in the address line and I don't get any error
messages.
The page just never loads.
The only option I have is to copy the short cut and paste into the address line.
Also I don't know how to check if I am running 32 or 64 bit

Try using the repair script created by MVP Kai Schatzl.
This will register the components of Internet Explorer and should fix the problem with external links.
You can download the script from:

Be sure to read the information provided on that page for instructions of how to use the script/scripts.
 
To find out if you are using the 32-bit or 64-bit Internet Explorer:
·        Open Internet Explorer
·        Click Help
·        Click About Internet Explorer
 
If you find a reference to 64-bit then you are using Internet Explorer 64-bit.
If you don’t see a reference to 64-bit you’re using the 32-bit version.
Ignore the Cipher Strength: 256-bit portion, this doesn’t relate to the 32 vs.
64-bit aspect.

Manually editing the Windows registry

Caution: Unless you an advanced PC user, please do not edit the Windows registry manually.

  • Click the Start button.
  • Type "command" in the search box... DO NOT hit ENTER yet!
  • While holding CTRL-Shift on your keyboard, hit ENTER.
  • You will be prompted with a permission dialog box.
  • Click Yes.
  • A black box will open with a blinking cursor.
  • Type "regedit" and hit ENTER.
  • In the Registry Editor, select the Error 0x9C-related key (eg. Windows Operating System) you want to back up.
  • From the File menu, choose Export.
  • In the Save In list, select the folder where you want to save the Windows Operating System backup key.
  • In the File Name box, type a name for your backup file, such as "Windows Operating System Backup".
  • In the Export Range box, be sure that "Selected branch" is selected.
  • Click Save.
  • The file is then saved with a .reg file extension.
  • You now have a backup of your MACHINE_CHECK_EXCEPTION-related registry entry.
